(7grp.undec:) called on me February 25th, Further

petition was received from Wada by the Governor of Macao

February 22nd, detailing latest offer for waterworks

including payment of existing debts and shareholders, re

purchase by the Government after fifteen years, employ- ment of 70 per cent of Portuguese-Chinese establishment

of industries and new line of steamships, Japanese Consul-General, Hongkong, is cited as guarantor. Macas Colonial Secretary thought proposals were so good that Governor must report to Lisbon by air mail recommending acceptance to be intimated by telegram.
